You might want to consider the "sew on" type of Velcro. We use it for a lot of things around here. Unzip the cushion covers, position the Velcro sew it in place, then mark where the matching Velcro goes on the back wall of the dinette (not under the cushion, but behind it) and then staple that part of the Velcro to the dinette frame. No glue, no "glue goobers" every fall and it'll last until the staples rust away or until the Velcro dry rots.
All of the non-slip shelf liner that we've used only lasts for a few months, then the cushion movement "polishes" the non-slip surface and it becomes "anti-friction movement enhancer"...
