Surge protector

I have a surge protector that I am using. on the side if the protector is says caution unit is to be in vertical position, the electrical box in campground is mounted so close to the ground I can barely plug my surge protector in, it is in a horizontal position, but the green ON light is on as well as both lights on my power plug are on. Is it okay to use the surge poctector like this or not use it at all ?

Wow, I don't think I've ever heard of a surge protector that requires it to be in a particular orientation. As long as you are not putting too much strain on the cable or box connector you should be OK.

Could be for weather/water proofing.. if the weather is good, you'd probably be fine.. bad weather, put a bucket over it.. and raise it off the ground.

The whole point of that is to prevent rain water or dirt from settling in the plug. If possible put a bucket over it like stated earlier.
