When we remove the caps from the low point drains, the tanks don’t drain unless I turn the pump on?

Welcome to the forum

The low point drains only drain what’s in the fresh water system AFTER the water pump. It won’t drain any tanks per se. The low point drain will drain all the water in the system when you take the caps off and open all the faucets. If your wanting to drain the fresh water tank, it has its own drain.
