On vacation water pump issue

We were running off fresh tank however pump would not hold pressure and would keep cycling every few minutes and no leaks no nothing so we hooked up to city water shut pump off and run city pressure for two days now went around back side of trailer noticed that the fresh tank inlet is overflowing but we had drained tank prev after we weren’t using with the pump so with the city line on the waters running out the fresh tank hole maybe check valve what do you think? There is a one way valve in the water pump to prevent filling the freshwater tank when using city water... it's bad.. not difficult to fix with a little mechanical skill and parts are easily purchased..
