It really depends on your intended use. If you're permanently set up, mobile home skirting is probably the cheapest route and is "more or less permanent".
If you move the trailer occasionally and are looking for something to block the wind from under the trailer but still be able to move it with an hour or so to remove the skirting, a vinyl snap on skirting kit (similar to the awning material) might be a better option.
If you're just looking for something to make it through the winter, then toss the skirting, I'd consider 1/2" rigid foam board. You can buy it at Home Depot or Lowe's in 4x8 sheets, cut it with a razor knife, tape it to the inside of the trailer J-wrap (bottom molding) and stake it to the ground to prevent it from blowing out from under the trailer. Fairly cheap and also durable, to a certain extent.
DO NOT CONSIDER "hay bales"... They hold water, can be a fire hazard, harbor insects and rodents and in many cases, mold/mildew become a constant problem.....
