You don't provide any information on what trailer you're asking about, so anything would be a guess. That said, Keystone routinely uses a "generic status panel" for any trailer line. Some may have 2 gray tanks, 2 black tanks and some may have 1 or 2 in any combination. The indicators not used are typically not connected. On some panels, they may show "E" and on some panels (depending on the wiring) may show "F" (full)…

Just FYI! The tank monitor that is in service won't tell you much either with any accuracy, so don't rely on it too much.

^^^^^x2! Danny is so correct. To illustrate how important that little monitor panel is to me; today is the first time I've ever looked at it to see if it had 2 black tanks on it (it does) and I only have one in reality. In fact, I've not ever looked at it because I don't place any value in what they are telling me; use the trailer long enough and the tanks "talk" to you (in any number of ways)!

When my tanks "talk" to me they have very bad breath.

It would be interesting to test your tank level monitors by filling with a hose with a turbine flow totalizing meter attached. Maybe something I will postpone for another trip.

We have two grey and two black on our panel but only one of each physically present. The panel is a one-size fits most. I just used a black sharpie to cover over the wording on the unused tanks.
