WF-8955PEC Power Center Question

We are new to RV'ing and recently bought a 2009 Keystone Springdale 266 TT. I've been going through all the systems learning how everything works. When I got to the Power Center I was looking at all the DC (Fuse) circuits, pulling each fuse as I went along. My question is this: when I pull one of the 15 Amp fuses shouldn't the red LED light to the right of the fuse light up indicating an error? This only happened on 3 of the circuits. Am I misunderstanding how the system works or is there something going on?

From the WFCO Electronics website FAQ'S:
Why can I pull my fuses out of the fuse board and some of the LEDs light up, but some do not?

When a fuse blows, the red LED comes ON indicating a blown fuse. If for some reason the output circuit has no load on it (turning off the switch or turning off the appliance), the red LED will not light even if the fuse is blown or removed.
