Hot water tank reset button

Is the hot water reset button for the gas mode, electric mode, or both? I am trying to get the hot water heater up and running. There are two black buttons. I cannot read what they say. Do they get pushed at the same time?

One button is for the gas mode, and the other is for the 120 volt electric mode. There is also, on the Suburban water heaters, a small rocker switch that may also have a small cotter pin in it, that needs to be switched on for the electric mode to work. Have you had the water heater working previously?
