Lets backup here, first you mention the water heater fuse. Fuses are for the 12vdc circuit board portion of your water heater.
The you mention that it tripped off. Fuses do not trip, they blow and must be replaced.
Next the thread starts do the route of using to many 120vac devices causing your 30amp breaker to trip.
Was it the main breaker, only the water heater breaker, of actually a fuse? If it was only the water heater breaker, the heating element could be bad. If it was a fuse, then most likely the circuit board. Of course all these assume the wiring is a good.
