Electric brakes

I am checking my brakes on my hideout FLB 19 and with the wheels off the ground (one side)when the brake pedal is applied they do not stop the wheels on the trailer but when we pinch the control set on 10 the wheels will stop and lock. Shouldn't the wheels stop when I just step on the brake pedal and not pinch the controller?

Most brake controllers work on the principle of change in the TV's speed, unless the manual override (or emergency brake) is activated.

When you apply the brakes on the TV, the brake controller senses the change in speed (deceleration) and sends current to the TT brakes proportional to the rate of change in speed. So if the TV/TT are not moving, there is no speed change detected, so no current is sent.

When you apply the manual override (or activate the emergency brake by pulling the cable/clip), current is sent to the brakes.
