Actually, I was asking if there was water in the water heater's tank, not the rig's fresh tank. Running the heater with no water inside (in bypass mode, or after flushing it without refilling) will burn an element out stat.

Sorry, I meant to say yes, once I hook up water I make sure that the JW tank is filled and aired out before turning on the HW heater
