If you don't have switches in the pass through storage area then they are probably controlled by the inCommand. Here's some info on them.
Each tank has one pad and it should be installed on the deep end of the tank near the tank outlet. It's a small pad only 12" wide by 18" long.
There's a thermostat in the pad that controls the heater operation. It will sense the temperature of the pad and cycle the heater on at about 45 degrees and off at about 67 degrees.
They are 12 volt DC powered 65 watt pads that draw 4.8 amps each.
Having them on with an empty tank won't hurt anything as the thermostat will shut it off at 67 degrees.
