Fill for water tank

Quick question (tried searching forum for answer first but no luck). Our 5'er was winterized with non-toxic antifreeze, which I flushed out a couple of weeks ago. I filled the tank, ran all the faucets, etc, so that the lines were cleared, however there is still an aftertaste. We don't drink the water, but do use it to brush teeth, shower, etc, so I would like it to be as clean as possible.
I've heard many ppl say to pour a bleach/water or chlorine/water mix into the tank, which I would like to do. However, I have no idea how to access the top of the tank! Our water fill is on the outside with a typical hose adaptor and filter on it. I guess I could take off the filter and use a funnel or something to pour the mixture in. There is also a small 6x6" opening in the storage area where I can see the pump, but obviously not big enough to put my hand through or work in.
Any ideas as to how I access the top of the tank or get the mixture in is appreciated!
