Welcome to the forum and congratulations on your new to you RV purchase. 1. There is a yellow sticker on the front driver's side of your RV. it will list the axle rating, tire size and pressure. It also will list the maximum payload and give you some indication of tank sizes as well. In 2011 the specs were:

With a GVW of 9995 and a pin weight of 1190, I would suspect that your RV has 5000 pound axles that have been "de-rated" to 4400 pounds. That information is on the yellow sticker to confirm my guess.
2. No, there is no electrical, plumbing or framing schematic available from Keystone. To my knowledge, there is none available elsewhere. If you do work up an electrical diagram, I'm sure a number of forum members would be very interested in your efforts if you care to share your work.
3. The current year models do have roof ladders installed from the factory. My 2014 does not and when I asked the factory about installing one, I was told that there is no framing installed to support a ladder. You might want to do some research with Keystone with regards to the 2011 models. Some of the framing is "shared" between the Oregon and Indiana plants and many of the west coast (WE) models do have ladders installed, so you could possibly have framing available.
