Converter not working

This happened before while under warranty I was told the fuse/breaker panel had to be removed to get to the 30-amp fuse on the converter . Can anyone verify this procedure . Or have advice on another solution . There is a lower cabinet next to the fuse/breaker panel that I was thinking about putting in an access panel to get to the converter without pulling the fuse/breaker panel each time the converter pops a fuse .
