Between the white/green wire and the white wire (on the trailer) you will measure 12VDC. With the red VOM lead on the white/green wire, you'll see +12VDC, but only when the trailer clearance/tail lights are powered on. Otherwise you should read 0V between the two wires.
As for the 24VDC measurements, I can't think of anywhere on a Keystone RV that you'd read that much voltage unless you've "miswired your batteries" and have connected two 12 volt batteries in series rather than in parallel....
To the best of my knowledge, there is not a 24 volt DC circuit in the trailer.
