If the water gets into the center of the D seal, it will run downhill to the end of the seal, From there it will travel down. I would cut the tape so it's only on the seal and not the sidewall.
The stuff around all your seals could be sika-flex, or a product that Dow makes, I can't remember the name right now, but it's not silicone. I have a heck of a rime getting it all cleaned off as it's gooey.
