Plywood Under Membrane- Stock?

So I’ve been inspecting my new-to-me 2006 Zeppelin 303, and saw plywood under the trailer between the membrane and the trailer frame.
Doesn’t seem to me that this would hold up to the elements, and I’m wondering if this was added by an owner to combat possible floor rot. I haven’t taken out the laminate flooring yet that they added, but will be to check for rot… once it’s not -20C outside.
Anyone know if this plywood is from factory, and if not whether there was already space between the frame cross members and membrane to add this or whether they would have relocated the frame cross members to accommodate it?
