Simple test to determine whether it is a towing hitch or accessory hitch is to look at the label on the hitch frame. Then look for welded “ears” on the receiver, this is where safety chains would connect. Lastly, look for a flat-four trailer wiring connector.
The label will tell you the capacity of the hitch unit, if there is no data for tow rating, or no safety chain connection or no factory trailer wiring, then it is an accessory-only hitch. The carrying capacity is 300 lbs. inclusive of the accessory (bike rack, cargo rack, cargo, etc.). If you have a tow-rated hitch, the max tongue weight is still 300 lbs. but the towing capacity will be 3,000 lbs.
For what it’s worth, the 2021 Keystone brochure and specs say it is an accessory-only hitch for your model.
