You won’t make more pressure by turning the fill valve either way. When the pump was not working, did you have the fill valve turned to the city position? And did you have a hose still connected to city water with the water turned on to that hose? If you had both of those things that way, it is very likely that there was enough city water pressure that the pump would not come on because the pressure switch in the pump saw enough pressure from the city water that it could not turn on the pump. We have been in places where water pressure from the hose was all over the place, as bad as barely a trickle from the shower. So when we run into this, we turn on the pump, and if the pressure happens to be good, the pump does not run, but if the pressure from the hose drops, the pump will come on, even while taking a shower, it runs sometimes and not others.
