window frame slits

Hi,
We just set up our new premier 29rk trailer for the season and I noticed that the window frames have about 1 inch wide slits. This slits are plugged on top of the frame and not at the bottom. We saw a bug already crawling in. My question is: should all slits are plugged?
What about water entry? Thank you in advance for your comments.
Regards,

Those are “weep holes”. The window can be installed with the fixed glass on either side. The “top” ones are supposed to be plugged.
