Has Keystone decided to change the touch control panel on the 2013 Cougar 330 RBK ?

The last I heard, they are handling it on a case by case basis. You might want to call or email Keystone customer service to discuss your particular problems. What they do in one situation is probably not what they would/will do in another. Talk to them to get the best answer, anything here would either be speculation or history of another owner's experience and not necessarily what you can expect.
