It's possible that the motor is no longer producing the torque it "used to produce"... It could be the motor, it could be that the wiring going to the motor has a corroded connection along the path, it could be a bad ground, it could be a battery connection... And, it could be the gearpack on the "follower leg. There's a zerk fitting on the follower leg (the one that does not have the motor) and that gear pack can get dirty, start binding, have a bad/broken gear or just need to be cleaned and lubricated.
Before spending $400-500 for a new motor, I'd at least inspect the entire landing gear structure, the motor, cross-drive bar and follower leg gearpack.
