Water heater relief valve

I'm getting my trailer ready for the season and in checking to see if there is water in the heater, I'm not getting any pressure from the relief valve. I'm pretty sure there is water in the tank because when I remove the drain cap, water does flow out. Is it possible that the relief valve needs to be replaced? When I turn on the hot water faucet, I get a good stream of water and a faulty valve is the only thing I can think of. I don't want to turn it on until I can figure out the cause.

Any ideas? Thanks for any information.

Did you make sure the water heater isn't in "Bypass" mode?

In Bypass mode, you will still get water out of all your hot water lines in the trailer, but that water is bypassing the water heater.

Without water going into the the water heater, there will not be any pressure to cause water to come out of the top relief valve when opened.
But with some water still in the tank, you will get water out of the drain plug.

This picture shows how the bypass valves are situated. Is this incorrect or is the another valve I should be looking for

We’ll for some reason, I’m having some difficulty in getting the picture to post. Both of the valves are perpendicular to the water lines

You shouldn't need to open the temp/pressure relief valve. Fill the tank by opening the hot water faucets (all of them) and let the air bleed out. They will spit and sputter then flow steady. After that close all the faucets and you're done. That's the proper procedure for bleeding the air out of the tank. This will leave a small pocket of air at the top of the tank to allow for expansion when the water gets hot.

Got it, thanks. My origins problem was caused by having the bypass valves in the wrong direction. I used to have a 2015 Rockwood Roo. I guess everything is different on the Passport. Thanks for your info and patience

Water will flow in the direction of the handle on the valve. Bottom tank fitting is cold in and top is hot out.
