Looked under the hitch/bumper yesterday and I didn't see anything like what you described. I didn't have phone with me to take photo; if you want, I can get one.

I'm going to stop by the Ace hardware store and/or Harbor Freight this afternoon on my way back from "work" and see what they have.

I also counted links on the chains: 18. Is this standard? Does anyone modify (i.e., shorten) theirs?

Found a carabiner at Home Depot, called an "S-biner" (NiteIze Innovation #5) and rated at 100 pounds.

Stainless quick links are what I use on my breakaway lanyard. 3/8" has a nice big opening to get it through the holes in your receiver for the safety hooks. A little Anti-Seize on threads to keep it easy to open. Never had one "walk" or vibrate open when. I do tighten it with a wrench though.
Got mine through a local fastener supply store.
