No idea what rig you have, so trying to speculate on your specific problem is difficult. I do know, that on our rig, there is a switch that controls the water heater when it is on electric. That switch operates on 12 volts and operates the solenoid at the water heater that keeps the 120 volt power going to the water heater electric element, so, whether or not the water heater is drawing power at 120 volts, that solenoid is powered to keep it closed so 120 volts is always present. I have never checked on how much power that solenoid draws. That could be one of your issues, but would not be a problem when dry camping.
