PowerMaster Voltage Controllers

Has anyone tried a PowerMaster Voltage Controller to increase there voltage? This last week at our campground I checked the voltage coming from the box and it was only 89 volts so needless to say we couldn't run anything durning the day when it was low like that. Before I buy one I would like feedback on theses units for there around 5 hundred dollars.
