Welcome to the forum

Sounds like they removed the anode rod, and if its more than 50% gone then replace it, otherwise rinse it off and install. Make sure to use some thread seal on the threads and it takes a 1 1/16" socket.

Welcome. (45 years in Point Boro before heading south) As for the plug. It most likely is the sacrificial anode that protects the tank from corrosion. It's hard to tell how bad the anode is without a picture but they are cheap so you might just want to replace with a new one. I assume you got it from CW on Rt 9, they have them in the store or you can get them online cheaper.
Welcome to the family and travel safely, Hank
