Another Sububan water heater issue, need help

The water heater on my Alpine is sometimes luke warm and then later gets hot. The water doesn't have to be used (several hours after a shower) when this is happening. It does it with both electric or propane, either one. Could this be a switch problem or possibly a thermostat problem? I'm good at fixing things, but I don't know where to start or how to tackle this issue. My wife says no more trips till we have hot water, whenever needed, so I really need some help with this. Many thanks.

Does it have a bypass, and is it fully open so water only goes through the HWH and out? I partially close my bypass valve in the summer so that the scalding hot water comes out more like 'really warm'. If it's partially open like this, the water can come out inconsistent as well, like what you sound like you have.
