Scare light operation

Could someone tell me how the exterior "scare" light is supposed to work?
I see a blue blinking light and what appears to be motion sensors.

To turn on motion sensor light, turn switch on then off and then immediately back on. You will see a blinking blue light during the day and the light will not auto sense motion. At night the blinking light will be green and the outside light will turn on after sensing motion.
