Freshwater tank

Cougar 25RES Emptied freshwater tank then refilled it. It only took 50 gal, supposed to hold 60. Anyone else have this happen?

Fresh water capacity is not tank capacity. They include the water heater (6 or 12 gal) and the water line capacities.

and of course once filled the FW tank never really empties completely again.
