My guess is that if you have a good local dealer, having them bring this item up to keystone is likely to give faster and better results than calling Keystone direct. Even if it is out of warranty, a potential safety item may be something a dealer can get resolved with keystone quicker than you can.
When I've wanted info on my trailer, I just go down to my local dealer and they have usually been able to get the info or stuff I needed directly from keystone quickly.
Dealers job is to deal with the mfg and have a way of solving customer problems.
course that assumes you have a dealer that puts customers first.
