Ramp door hindge bolts

Does anyone know if the hindge screws a actually wood screws or a toggle bolt?
Mine are rusting, want to replace with stainless. But afraid to remove until I know. Here is a picture.
Don't know why but picture is upside down

I would think they are a bolt into a blind nut or if the other side of the lower panel is exposed on the inside could have a washer & nut on other side. I haven't seen a toggle with a hex head bolt before.
