A/C pushing air in ducts but out vents

Bizarre problem here.
New ‘21 Avalanche 5er.

Vert covers on: very little airflow out-just enough to move a strip of paper.
Vent covers off: more air discharged and will move the paper strip a little more.

Stick your hand up into the ductwork and there is tons of airflow. We taped an envelope partially into the vent area to “block/siphon” some of the air movement and we start getting a decent amount of air-flow down into the rv.

Is there a “block” missing in the ductwork that forces the air out the vents?

Pull those ceiling duct receptacles out and inspect the factory seal work ..if it looks like first image from my #014 then reseal wit( a roll of HVAC tape from Walmart
