Rejection of PMs

I tried to send a user a PM and received this message (numerous times over a few weeks):

XXXXX has chosen not to receive private messages or may not be allowed to receive private messages. Therefore you may not send your message to him/her.

I purchased something from him and wanted to let him know it arrived.

I could not find a setting to cause this (thinking it may have been set inadvertently). What could be the issue?

Go to CP, Edit Options, scroll down to messages. If the option is not check to receive and send pms then you can't.

Looks like maybe the receiver has/is set to do not receive, not the sender.
