Here is a great reference for many beginner trailering questions. In British Columbia you need an endorsement (07) to tow a trailer weighing more than 4600 kg (10000 pounds) on your basic license.

ICBC is the provincially owned, dominated and controlled Insurance Corporation of British Columbia. BC is a very mountainous province, so a trailering endorsement makes sense.
