I have trouble parsing your posting.

"The switch for the dome goes up and down," but does the dome itself go up and down?

If so, it's possible the fan half of the switch is bad, but much more likely that the problem is the fan motor.

I would probe the fan leads with a voltmeter while DW works the switch. If the power goes on and off, it's the fan or the fan connections. Or perhaps your blades are snagged, but you should be able to hear the fan strain when you're up there with the voltmeter.

No one really knows where DW term came from. It is double secret RV code speech! Welcome! I am surprised no one asked what camper your own; most put this in their signature (along with TV... that means tow vehicle... another double secret RV term). Good luck!

Meh. A FanTastic fan is a FanTastic fan.

Not going to help you with the DW part, your issue. The fan?? You said you could not turn the fan. How did you try? Fan is 12v and there is a 12v "lid motor" also. There are also various switches/knobs on the fan itself which must be in the correct position. Without knowing which fan, you may have an OFF/1/2/3 for speeds and an ON/OFF rocker switch. There is also a fuse. Those only control the fan. The lid function is separate and depending on the upper fan switches, the fan may or may not turn on with the lid closed.

As stated check for voltage at the switches and fan wires with a multimeter. If you don't have one, get one it's a necessary tool in an RV. If you have power at the switches, check the lid motor knob. Pull down for manual operation. If the lid raising/lowering mechanism is jammed, the lid motor will not turn. With the knob pushed in, if the lid motor turns a few revolutions and stops not opening the lid, then the lid could be stuck to the gasket on the outside housing part. Turn the lid motor on, as it begins to strain trying to open, "help" it by turning the knot and it should open. Then get on the roof and clean and lube the gasket with a silicone or teflon spray lube.

The lid motor is replaceable but there are several types. I just replaced one on one of the fans on the motorhome and got the part numbers off that motor itself. Go to your friendly RV parts counter or order from one of the online vendors. Lift motors run $40-60 depending on part # and source.

Open the vent lid and then looking from the roof, you should see a button switch that the lid pushes down when closed. It’s common for this to get a bit corroded and then when you open the vent lid it sticks not allowing the fan to run. A touch of PbBlaster, work it with your finger and you should be good as new.
