No it’s not wired correctly. It’s common for the 12V power to be jumpered between switches. Find the always hot 12V wire which should be white with a colored stripe. Then look at the solid white wires, most likely joined together (total of 3). Then just test which striped wires go to which lights.
Then using an ohm meter, verify the switches work. Then the power IN should go to the same side of both switches, and the power to the lights go to the other sides.
