You can verify by removing the anode rod, plug on the W/H. Then once the water has drained out, hook up to city water and turn the water on. In bypass the tank won't fill. Good time to inspect the anode rod if it has one and clean the tank. Be sure to fill the tank BEFORE turning the heat back on. Simply put the plug/anode rod back in, turn the water on and open the HOT side of any faucet. When steady stream of water flows your done. There is an air gap at the top of the tank and using this method insures that it's there.
