Water heater

We recently purchased a 2018 sprinter campfire 26rb
It was taken to be de winterized at the dealer (we always used someone else with our old camper) so we asked what was done because at old place water heater was filled and the valves were set to start camping. When we picked our new camper up we were told after I called them that the way to check was to see if water comes out the outside Spicet. We did and only a small amount came out so she said that must've been from the flushing. When looking at the water heater from inside we just want to make sure the valves are placed into the open. Can anyone help.
Also we were told the switch in the outside under that part water heater was to turn on and off for electric use.
Sorry this new camper is a big upgrade from our old and the dealer ship was not helpful with all these questions
