On demand water heater install issue

Hi all, I'm trying here b/c we've exhausted our online search and can't seem to find any info on what to do. Hubs is installing a Gerard on demand water heater in our 2010 Outback. When he powers it on he gets the low voltage light, but he's checked the power going into the unit, followed power all the way to the board, with the multimeter and all reading normal, he's checked the fuse, consulted with Lippert, who had him clean the ground and overnighted us a new control panel, which did not fix the issue. He's 100% on the wiring, not his first rodeo. What are we missing?

What readings are you getting? Are you plugged into shore power?

13.5 V into the unit all the way to the control board. Confirming that on/off switch on unit and the fuse are good. Yes, shore. Also tested without shore power, 12.5 V in.

Looking at the manual:

Wiring from user control panel to unit has to be less than 16 feet.

I dont see a "low voltage" error, What model of Girard is it?

From the manual:

Confirm that you have a good power source with filtered voltage. Older linear type converters can cause issues with the
operation of this more advanced board.

Im just guessing, maybe your converter is the issue?

We initially thought that, but can't find any way to verify if our converter is linear or not. We're thinking not, it's this model, which is a 3 stage:

It's also newer, we replaced it a year or two ago. How do we know if we have filtered voltage?

I dont know how to test that either, I would contact WFCO to verify.
