Think it depends on your setup. My Non-NHT truck is rated at GVWR of 7,200 (like you noted) and Max trailer capacity of 9,200 (like I would try that), Max GCWR of 15,000.
Loaded for trip, trailer attached, WDH bars on, the trailer weighed 6,060 and truck was 6,540 for CWR of 12,600 pounds. Under on all accounts and both front and rear axle weights were under their ratings.
Now, if one is loading more in the truck, obviously payload will dictate what you should tow, too. We are still 660 pounds under GVWR on the truck, so can still add both kids and some more in truck when we want.
