I park on a 5 degree slope on a residential street with many young children. The cables and link are a safety measure in case someone hits the trailer off the wheel chocks.

Just a reminder to those considering making the modification; the key is not to use a flat strap for support as done by Keystone. Rather create a triangulated support with at least two straps. The support becomes much stiffer when triangulated.
