Straighten the rear rack

I've got a 2018 Cougar 24RBSWE with a saggy rear rack. When locked into the downward position, it sags a lot. When in the vertical position, it leans backward. Everything looks welded together with no adjustment possibilities. I'm hoping that I'm wrong. Does anyone have any tips to lift my saggy back-side?
