Insert short screws into the bumper, just long enough to bite into the plastic, but still allow you to pull the caps.

On our previous 5vr, we had the same problem. I went to a trailer dealer and the salesman there, pointed me to a set of caps that you inserted into the bumper hole and then pushed in the bulging centre of the cap. This locked in the cap. I had them for 5 years and they never popped out on their own.

x2 on the screws. Takes about 5 minutes to drill and insert them.....then done.

I drilled 3/16 inch holes through the top and bottom of the "bumper" with the cap in place. Then inserted a 6 inch spike nail, like the ones that hold your guttering on your house. 10,000 miles and still good!

I use velcro over the end of the bumper and it works great but needs to be replaced every few years.

bent coat hanger to keep caps on
I drilled a hole, slightly larger than diameter of a coat hanger, through top metal and plastic, then bottom metal and plastic. Do this about 1/8th to 1/4th inch from end of metal. Bend the coat hanger to the shape of a locking pin. No screws, comes off easy and stays on. Used this for years.
Here's a link to a photo similar to what mine looks like:

same idea as coat hanger, hole in plastic end cap is tight enough to keep the pins in.

I had ordered better caps only to find my bumper was slightly smaller than the industry standard, so I drilled a hole in the bumper and into the cap and used a screw to hold in place. Then I got really smart and installed a PVC sewer hose holder under the frame and next to the sewer connection. MUCH better!
