There doesn't seem to be a hard and fast rule for uniform wiring, but your lights should definitely be separate from your water heater, which should be fused alone.
Your problems are all 12v related, so the first step is fuses, which you've already checked. The next step is to buy or borrow a multi-meter, or at least a 12v test lamp, to check at the switch, and/or appliance/light. for voltage. A quick easy check on your lights is probably a different bulb. Just be sure to replace the lenses and gasket correctly. The water relief hole needs to be on the bottom. I would also check grounding, again using the meter or light.
I would seriously consider a test light, and a multi-meter, as well as spare fuses, and bulbs, as part of your onboard too kit.
