Pumping water from the fresh water tank

Hello,
I have a 2011 Raptor Toy Hauler fifthwheel and I have always used the city water hookup without any problem, I just put 2/3 tank of fresh water in the holding tank and cut the switch on to try pumping out of the holding tank and I hear the pump running, but no success on getting it to pump.
I am thinking that the pump is not priming as it should pump to pressure, then shut the pump off until faucet is opened.
Is the pump bad???

Have you checked to see if the Winterization side of the pump is selected ?
