Nudels2u75, Howdy,

Can you re-position one of your heat tapes to include the valve ???

Kinda up from the drain pipe on the forward side, across where the
blade of the valve is, up on top of the pipe from the tank and over to
the rear side of the valve... Hard to describe (), hope you
understand the concept.

Under belly is all inclosed

The under belly is all inclosed, I would have to dismantle all of that....

Also my water line is frozen again today....I went online and purchased a hose the has the heat stip built into it, as with the one that I have I installed heat stip on water inlet, and then double insulated it and it is still froze again today....

I don't think it would be necessary to dismantle the entire black coroplast underbelly. In your situation, I might cut a large enough opening in the coroplast- on three sides so it is hinged - around the sewer valve opening. Once you have better access to the sewer valve, you might try applying some kind of heat to the valve with a hair dryer, heat gun or even hot water and try to free the handle rod that way.. I am assuming that it frozen shut. Hopefully, this will work and you will be able to drain your black tank.
Once you can pull the handle in and out you should apply some type of lubricant to it or squirt some WD40 or similar spray along the length of the rod.
It might be worthwhile to leave the valve open so that the handle doesn't freeze up on you again.

What Festus2 said about the cloroplast ...
I had one of those Pirit hoses, soon as the temps got up to the 50's or 60's the dang thing melted itself.
I use the regular heat tape from the hardware store.

http://www.amazon.com/Easy-Heat-AHB-.../dp/B00002N6MB

I tape it to the hose with a long sprial wrap of electrical tape. The heat tape runs in a stright line. What I do differently from what you mentioned in you first post is this. I use the foam (like the pool noodles), with a 1.5" inside diameter. it gives the heat some place to work. Insulation doesn't work well unless it has room to breath. If you compress regular fiberglass insulation it dosen't do any good either. I tape the seam shut (I prefer Gorilla tape), and I also tape the joints of tube togather also. Takes about an hour to do a 25' hose. BE SURE THAT THE THERMOSTAT (Orange brick with raised Black cap), IS EXPOSED TO THE OUTSIDE AIR TEMPS. OR IT WON"T WORK!!!
Now I have to wait for the warm water to clear the lines before I can get a drink of cold water
