Water heater will not fill all the way

After de-winterizing we can't get the water heater to fill up with more than a very small amount of water. We've tried releasing the pressure from the valve, and have made sure the bypass valve has been turned to the use position.

When the bypass valve is turned to the on position, a little bit of water goes in and you can hear the pump working, but it turns off shortly after and only a small amount goes in and then it shuts off.

Are you opemning a hot water faucet to let the air out? How ;long did you let the pump run/ iT WILL take several mins to pump the tank and water lines up.
