What are these to lines for?
So one is red and one is blue, I've got a 2015 Mountaineer and these two lines I speak of look like they come from the water heater. The same lines both hang below the camper, under water heater. The same blue and red run into the compartment with all my water / cable connections and each one has what looks to be a black on/off valve that doesn't seam to move.
My water heater does have the drain plug so don't know what these two lines are.

Those are your low point drain lines. Blue is cold, red is hot. They will let water out of your plumbing, but not your hot water heater. That must be drained separately.

What are these to lines for?
They are the "low point" drains. Blue is the cold and red is the hot side. For those that winterize their RV they are used to drain all the water from the fresh water system.
If you take the caps off, or open the valve, then open all the faucets and such inside and out, gravity will drain all the water.
I see pull toy was typing at the same time.

If the drains look like this, except for the colored PEX used on newer units, the ends are called Flare-It fittings. The end is just a cap that unscrews off the rest of the fitting. There should be a little foam gasket inside the cap which you don't want to lose. IIRC, mine were a bit snug the first time I removed them.
NOTE: There may also be a single drain like this under your fresh water tank. That is for draining the tank when winterizing.
If you want to learn more about these fittings, just do an internet search on flare-it fittings and you will find lots and lots of info and images.

The red and blue under the camper are open, inside the compartment they both have black valves with Philips head screw holding them, they don't seem to turn..... didn't want to break them

They are ¼ turn valves and that is as far as they will go without breaking. If they move that far they are good. JM2¢, Hank
